The Practice

FAQS (Pty) Ltd is a consulting firm founded in 2020 with the purpose of delivering services that add value and inspire trust from our clients and industry colleagues.

We are a registered practice that provides professional quantity surveying and cost management services within the built environment. Our clients include both the private and public sectors.

Our Story

Rayaan Fataar opened FAQS in November 2020 with the vision of starting his own practice after completing the SACQSP professional registration in June 2021. Leading up to this, he worked for various professional quantity surveying practices and construction companies in Cape Town, Western Cape.

Rayaan completed his BTech Degree in Quantity Surveying at the Cape Peninsula University of Technology in 2012 and recently finished an eight year stint at SAT Quantity Surveyors as a Senior QS for the practice. Currently FAQS is run solely by Mr. Fataar and will employ Junior QS's in the near future in order to mentor them in becoming the next generation of professionals in the industry.

With FAQS being a relatively new practice, there are currently minimal projects to list, however the project experience gained at his previous practice and under mentorship of Mr. Stephen John Nell (PrQS) was extremely impactful. This experience, spanning over 15 years, proved invaluable and assisted him to take the next step in his career. The projects ranged from high-end residential apartments, high-rise student accommodations, luxury homes, commercial shopping centres, industrial warehouses, educational and recreational buildings, dispute resolution and expert witness in legal proceedings. Our experience in these various industries and sectors will prepare us to assist in the successful completion of a myriad of projects.

FAQS is currently rated as a level 1 BBBEE contributor and 100% owned by Historically Disadvantaged Individuals (HDI). FAQS are also affiliates with the following regulatory bodies: SACQSP, ASAQS.

The Vision

To develop the practice to a point where we are aligned with the latest technologies and innovation in the construction industry, thus setting standards for the profession in terms of efficiency of service delivery. We aim to extend our services to other sectors and form lasting relationships with our clients. To provide competitive rates and an exceptionally high level of service with a hands-on approach to quantity surveying.

Services

Cost Advice

  • Advising on economic factors affecting the project and on appropriate design criteria.

  • Providing information on various construction methods and the diffence in cost between those methods.

  • Advising on budgets, estimates and providing advice on how to meet those budgets should the need arise.

Contract Administration

  • Attending regular site meetings.

  • Preparing pro-active estimates for proposed variations for client decision-making.

  • Adjudication and resolving financial and contractual claims by the contractor(s).

  • Establishing and maintaining a financial control system (Cost Reports).

  • Preparing valuations for payment certification issued by the Principal Agent.

  • Preparing final accounts including remeasurement as required for the works on a progressive bases.

  • Schedule of predicted cash flow forecasts.

  • Prepare Project Payment summaries (PPS) and schedules for contractor(s) and consultants, where applicable.

Payment Valuations and Certificates

On site measurement and remeasurement of works on a progressive basis based on latest drawings issued while tracking variations on approval thereof. Preparing the valuation documentation for both main contractor and subcontractors as per the contractual data and issue to the Principal Agent for approval and sign-off.

Final Accounts

  • Preparing the final valuation and payment certificate.

  • Agree the final account remeasurement with the main contractor(s)

  • Concluding the final statement and final account reconciliation.

  • Prepare the final payment summary for main contractor and/or consultants.

Feasibility Studies

  • Assisting in developing a clear project brief and attending project initiation meetings.

  • Advising on procurement policy and other professional consultants and/or services required.

  • Preparing preliminary estimates of construction costs.

  • Prepare a feasibility study based on concept designs, thus providing the client an investigation as to whether the project will be feasible and will achieve the desired "Return on Investment".

  • Reviewing and evaluating design concepts and advising on viability in conjunction with other professionals.

  • Receiving relevant data and cost estimates from other professional consultants.

  • Auditing space allocation against the initial brief.

Site measurements and quantities take-offs

  • Preparing scope of works where no drawings produced and take off of qtys on site.

  • Take off of dimensions on "Dimension X" measurement software on AutoCAD or PDF architect and engineers drawings thereby improving accuracy and efficiency.

  • Utilizing lazer measurement tools on site rather than tape measure, where applicable.

Elemental Estimating

  • Preparing estimates based on the ASAQS Guide to Elemental estimating, by measuring and taking off qty's based on  elements rather than trades, providing increase accuracy compared to preliminary estimates which are usually based on areas and per m2 rates. These elements are but not limited to: Substructure, Ground Floor Construction, Structural Frame,

  • External Façade, Roofs, Internal Divisions, Floor Finishes, Wall Finishes, Ceilings, Fittings, and other Services

Cost Reporting

  • Preparing a financial control system via monthly cost reporting on a progressive basis.

  • Tracking remeasurement of trades, variations and contractural claims on a monthly frequency and advising the client where the project stands financially i.e. over-budget or under-budget.

  • Comparing each cost report with the previous report and advising on the payment to date and balance still to be paid.

Procurement & Tendering including Adjudication and Analysis

  • Assisting in the formulation of the procurement strategy for contractors, subcontractors and suppliers.

  • Reviewing working drawings for compliance with approved budget, where applicable.

  • Preparing documentation for both principal and subcontract procurement.

  • Calling for tenders and/or negotiation of prices

  • Assist with the financial evaluation of tenders

  • Prepare contract documentation for signatures by the relevant parties.

Bills of Quantities

  • Prepare price determination documentation based on ASAQS Standard System of Measuring Building Work for the purpose of procurement and calling for tenders.

  • This requires take-offs and linking the qty's to Bill production software (WinQS), checking against the drawings, etc.

  • Preparing the Preliminaries and General trade for the project based on selected form of contract.

Contractual claims & disputes

  • Assist the principal consultant with contractual claims and disputes by providing financial information and tranparency in terms of payments made, remeasurements, approvals and extension of time claims on which those were based.

  • Advise criteria on which the claims are based and keep track of changes, thereby assisting the principal consultant to make an informed decision for the impartial adjudication of such claims.

  • Quantity surveyors are also able to be an expert witness in contractual disputes and settling of those disputes without going to litigation.
